Description:The Intelligence Analysis FTE Program Manager will provide support and supervision to Intelligence Analysis FTE Programs. Additionally, this role will perform day-to-day management of overall contract support, possibly involving multiple projects and groups of personnel at multiple locations.
Duties:•Manages multiple contracts and projects ensuring conformance to task specifications and contract provisions.
•Oversees multiple intelligence service support programs with direct profit and loss responsibility for each contract managed.
•Interfaces regularly with key members of the end-user customers to assess program performance and their satisfaction with the services provided.
•Responsible as hiring manager for program employees, develops position descriptions and monitors the recruitment, selection, status accreditation, deployment, of contract personnel to streamline and expedite the staffing process.
•Works with recruiting department staff to identify and build a staffing pipeline of pre-qualified resources.
•Analyzes operational and administrative data in order to manage and evaluate cost, schedule, and performance within estimated timeframes and budget.
•Monitors expenditures associated with the programs, including staff-hour expenditures, expense reports, and operating funds.
•Provides quality control review overall program support including invoicing, procurement, and financial reporting.
•Supervises subordinate staff to ensure timely completion of tasks and assignments; enforce work standards; and review and/or resolve work discrepancies to ensure compliance with contract requirements.
•Works closely with the customer in order to prioritize tasks and ensure high-quality, acceptable task completion and deliverables.
•Gathers and analyzes a variety of program information, makes sound judgments concerning program progress, and effectively communicates recommendations to higher organizational management.
•Assists teams in establishing management controls such as milestones, management indicators and management reviews, and tracking expenditure rates.
•Continually studies, reviews, and evaluates team progress.
•Develops strategies to increase company presence within existing programs.
•Establishes growth goals for existing programs.
•Anticipates and fulfills customer needs to ensure satisfaction and continued business.
•Provides support and supervision to other Program Managers.
•Builds and maintains employee relationships
•Formulates and enforces work standards and ethics.
•Creates or assigns appropriate schedules.
•Conducts reviews of any work related discrepancies and contractor concerns.
•Assists members of the Business Development team with the proposal process.
•Collects and updates the past performance for all contracts managed.
•Other duties as assigned.
Qualifications:•Bachelor degree preferred.
•Minimum of fifteen years of progressively responsible experience supporting DoD or U.S. Government contracts, preferably with at least 3 years of deployed support in austere locations as an intelligence analyst professional.
•Candidates with direct experience supporting USMIL community in deployed environments to include mobilization processing, training and readiness, and accreditation processes of (TESA, ASSA, TR, OR, SOFA) are preferred.
•Understanding of financial/cost accounting as it relates to U.S. Government contracts to include: FFP, CPAF, LOE, IDIQ, and T&M.
•Excellent written, oral and interpersonal communication skills.
•Ability to multi- task and manage multiple projects under tight deadlines.
•Previous management experience required. At a minimum, qualified candidates will have performed in a Project Manager/Program Manager capacity.
•Requires an understanding of FTE programs including deployed services based on prior management or military experience.
•Good analytical and problem solving skills.
•Must be able to manage a diverse staff in multiple locations.
•Ability to work independently and as part of a team.
•Active TS/SCI Clearance required.
